OVS/OVN Fails to start Openshift 4

Issue

• Upgrade from 4.4.x to 4.5.y is "stuck" on the deployment of the ovs/ovn daemonsets. On some worker nodes (it can be observed on one or all), OVS pod is stuck in a crashloop and subsequently ovnkube-node is unable to start as well.
• After a power maintenance where all the nodes in the environment were powered off for multiple hours and then powered on again, some nodes had ovnkube-node unable to start. Deleting the pod does not resolve.
