logrotate fails to rotate radius.log after updating freeradius package

Issue

• root user received a mail after logrotate runs
• The mail contains errors like below.

example 1

/etc/cron.daily/logrotate:
error: error setting owner of /var/log/radius/radius.log to uid 0 and gid 0: Operation not permitted

example 2

/etc/cron.daily/logrotate:
error: error opening /var/log/radius/radius.log-20200901.gz: Permission denied

• How can we avoid these errors?
