Source Build (S2I) always pulls image in OpenShift Container Platform 4

Issue

• When using a Source-Build (Source-to-Image, S2I) on OpenShift Container Platform 4, the source image always gets pulled even if it is already present in the OpenShift Container Platform Worker Node:

This behavior differs from OpenShift Container Platform 3.11 and as a result builds take much longer to complete.

• Builds on OpenShift Container Platform 4 take longer than on OpenShift Container Platform 3.11.
