Resolver does not try the second name server when the first name server returned NXDOMAIN

Issue

I had the multiple DNS server listed in /etc/resolv.conf.
My expectation was that the second DNS server was tried for the same query when the first DNS server returned NXDOMAIN (No such name), but it didn't happen.
