Baremetal node import fails because mistral_executor fails to communicate with Zaqar when HTTPS proxy is set on undercloud

Issue

• openstack overcloud node import command failed with error generated by mistral-executor: it is unable to connect to Zaqar endpoint because of proxy-related error:
