Red Hat 3scale 2.X On-premises fails when using Oracle as the Database with the error "the password cannot be reused"

Issue

When re-deploying the system-app pod to use 3scale with Oracle following the documentation, I found that the system-app pre-hook pod crashed with the following log message:

ORA-28007: the password cannot be reused: ALTER USER <USER> ...".

I also found the system-app-deploy pod crashed with the log message:

ORA-01920: user name '<USER>' conflicts...".
