CephStorage node scaleup using general devices list and not node specific override of lvm_volumes

Issue

While following the procedure Mapping the disk layout to non-homogeneous Ceph Storage nodes all nodes use a devices list by default but node-specific-overrides were configured for some nodes to use lvm_volumes. However, the nodes with the node specific overrides are still trying to use items in devices.
