[Sat6] Multiple Satellite tasks (Capsule sync, repository sync, etc) appear to be in hung/pending state
Issue
- Multiple Capsule sync tasks in hung state and can not be canceled
- Thousands of tasks in queue, marked as running/pending or planned/pending and never finish or started
