[Satellite 6] Puppet host not applying configuration from Satellite Capsule

Issue

• Host has been migrated to Satellite 6.7 environment.
  Puppet master, Puppet CA and Puppet env all set correctly, but it's not detecting any changes/applying smart class params from Satellite Capsule (puppet master)

  Migrated using bootstrap.py. Able to run remote jobs from Satellite and can see content. No errors in puppetserver logs on the capsule, just no change being detected on the host:
