Resizing an instance fails at AvailabilityZoneFilter with no valid hosts

Issue

• Instance resize fails on AvailabilityZoneFilter as no valid hosts are returned by the scheduler.
• Failure resizing an instance as the request fails with no valid hosts found.
• nova resize/openstack server resize command fails with messgae no valid hosts were returned for this request.
• Can compute nodes with active workload be moved across Availability Zones?
