ArgoCD image does not mirror to internal registry with same SHA digest

When attempting to configure the Operator Lifecycle Manager (OLM) in a restricted network according to the Red Hat provided documentation, a number of images are not copying to the local-repository correctly.

The images appear to mirrored correctly, except some images from Quay.io which have their SHA digest changed after the copy. This results with the OLM being unable to locate the images to add them to catalog.

This has not been seen in other registries such as docker.io and registry.redhat.io.
