Why are the SCTP sockets in CLOSE state even after the terminating the application in Red Hat Enterprise Linux 6.1 and earlier?

Issue

• Why are the SCTP sockets in CLOSE state even after the terminating the application? Applications were terminated using kill -9.
• netstat shows data in the Recv-Q:
