CannotRetrieveUpdates alert in disconnected OCP 4 cluster

Issue

• The Cluster Version Operator keep sending alerts for failure in receiving the updates in restricted network/disconnected OCP 4 cluster.

• The CannotRetrieveUpdates alert is seeing in an air-gapped OpenShift 4 cluster:

  Version 4.y.z not found in channel stable-4.y.  To request update recommendations, configure a channel that supports your version.
