How to configure Grub to use the proper keyboard layout (fr, de, etc.)

Issue

  • At Grub menu or Grub prompt, entering commands is complicated on non-US keyboards, since keys do not map correctly, as shown in the examples below

    • With a French keyboard, key "a" prints a "q", key "&" prints a 1, ...
    • With a German keyboard, key "z" prints a "w", ...
  • I need to enter a passphrase to edit the Grub menu but it's almost impossible to do so when the system has a non-US keyboard
