Behavior of Infra and Worker nodes in case of Master nodes are down

Issue

What is the impact on infra and worker nodes in a OCP3.x cluster (3 masters, 3 infra and 3 workers nodes) when all masters goes down and etcd, api-server and ui/console are not accessible ?
Do all applications on worker nodes continue to run? Is all accessible through the infra(router)?
