git transfer using SSH is very slow

Issue

  • git clone from Windows client using GIT_SSH=*plink.exe
  • git clone throughput starts out high then drops to 2MB/s or lower.
  • plink.exe comes from PuTTY, and is not supported by Red Hat.
  • Does not happen with Windows Openssh GIT_SSH=*ssh.exe
  • Does not happen with RHEL6 ssh server.
  • Does not happen with RHEL git clients.

Environment

  • Red Hat Enterprise Linux 8 (RHEL8)
  • Red Hat Enterprise Linux 7 (RHEL7)
  • RHEL running git server using SSH transport
