Why is the addition of bricks to a Gluster volume failing?

Issue

During a standard operation to add a new set of bricks, the command fails with a generic error:

gluster volume add-brick test-vol replica 3 arbiter 1 host1:/gluster_bricks/brick1/brick  host2:/gluster_bricks/brick2/brick host3:/gluster_bricks/brick1/arbiter FAILED : Commit failed on localhost. Please check log file for details.

Why does this occur? Which logs have to be checked to understand the cause of this issue?

Environment

Red Hat Gluster Storage 3.x on-premise installations. Openshift Container Storage 3.x is not affected by this issue.
