Our JVM committed heap is not growing past our configured heap min

Issue

• We configure our JVM with a min heap (-Xms) less than the max heap (-Xmx). Under higher load excessive full gcs start to repeat, but we still do not see the JVM expands its heap size, resulting in GC performance issues.
