RHDS - Error "user is not allowed to change password" when users try to change their passwords.

Issue

RHDS returns the error message "user is not allowed to change password" when users are trying to update their passwords.

For instance:

# ldapmodify -x -D "uid=test,ou=TestPWP,o=test" -W  -h <HOST> -p <PORT>
