Issue

RHDS returns the error message "user is not allowed to change password" when users are trying to update their passwords.

For instance:

# ldapmodify -x -D "uid=test,ou=TestPWP,o=test" -W  -h <HOST> -p <PORT>
Enter LDAP Password:
dn: uid=test,ou=TestPWP,o=test
changetype: modify
replace: userPassword
userPassword: test

modifying entry "uid=test,ou=TestPWP,o=test"
ldap_modify: Server is unwilling to perform (53)
    additional info: user is not allowed to change password
#
