Do custom uploaded container images consume Persistent Storage Quota in OpenShift Online Pro?

Issue

PVCs that are created will consume persistent storage and count against paid quota. Do any custom container images that are uploaded (when creating a custom ImageStream) consume and count against this quota as well?
