Default value of Puppet update check should be false on Red Hat Satellite server.
Issue

The Puppet server update check value defaults to true and doesn't honor proxy settings because of which direct outgoing connections on Red Hat Satellite server are observed.

Check the value of check-for-updates parameter in
/etc/puppetlabs/puppetserver/conf.d/product.confif it is true it causes direct internet connections on the Red Hat Satellite server without considering the proxy configured.
