rhosp-release-16.1.2-2.el8ost.noarch requires podman <= 1.9, but none of the providers can be installed

Issue

• With the release of rhosp-release-16.1.2 of today we are having issues installing the latest rhosp-director-images.

• For deployment we are using a satellite server, with the Red Hat Enterprise Linux 8 for x86_64 - AppStream RPMs 8.2 repo enabled:

• If i look at the packages for this repo in satellite:

    podman-1.6.4-15.module+el8.2.0+7290+954fb593.x86_64
    podman-1.9.3-2.module+el8.2.1+6867+366c07d6.x86_64

• podman 1.9.3 seems to be the latest and is installed by undercloud install however the below error is thrown when trying to install rhosp-director-images (after undercloud install), it has a requirement to podman <= 1.9.
  (rhosp-director-images-16.1-20200812.3.el8ost.noarch did not have this requirement):
