Image pull fails when trying to rebuild a self-managed APIcast image with a custom policy

Issue

• There are some unexpected behaviors while following the documentation to deploy custom policies:
  1. There is no imagestream when deploying APIcast self-managed with the Operator
  2. During the first building step oc start-build apicast-example-policy, an image pull fails.
  3. During the second building step oc start-build apicast-custom-policies the post commit tests fail during the building process.
