Changes to luci and ricci users on cluster nodes result in an SSL error in luci

Issue

Someone made changes in /etc/passwd and /etc/shadow on the cluster nodes. The cluster forms successfully upon reboot after the luci, ricci, and ais users where confirmed to be in the /etc/passwd file. However, luci gives an SSL error when it tries to connect to the cluster nodes.

Unable to communicate with the ricci agent on node2: Unable to establish an SSL connection to node2:11111: SSL error: SSL_ERROR_SYSCALL: Success*
