Systems connected to Proxy taking a long time to pick up actions from Satellite

Issue

• Recently we've experienced issues with systems taking a very long time to execute actions from Satellite.
• For example, when issuing a simple remote command like " ls " to about 150 servers, about 120 or 130 of them will execute this action almost immediately while the rest may take several hours to complete it or fail.
• The systems that take a long time to execute the remote commands are attached to the Satellite via a Red Hat Satellite Proxy server
• The Satellite services are stopped each morning at 5am to take a database backup and then started again, after which the remote commands to the Proxy clients seem to stop working
