lots of other services missing '%{hiera('internal_api)}' instead directly points to TEXT 'internal_api' during minor update.
Issue
the internal_api is directly pasted to the configuration(/etc/puppet/hieradata/service_configs.json) while minor update due to
"tripleo::profile::pacemaker::database::mysql::gmcast_listen_addr": "internal_api",
instead of
"tripleo::profile::pacemaker::database::mysql::gmcast_listen_addr": "%{hiera('ctlplane')}",
