pmlogger_daily script compresses new archive files immediately even if --compress-after (-x) option is specified

Issue

• pmlogger_daily script manages Performance Co-Pilot (PCP) archive log files, and is intended to be run once per day.
• PCP archive log compression is controlled with the -x or --compress-after option in the PMLOGGER_DAILY_PARAMS variable of /etc/sysconfig/pmlogger_timers config file.
• New archive log files are compressed unexpectedly even if -x or --compress-after option is used in PMLOGGER_DAILY_PARAMS. (For example, even if -x 5 is used like below, archive log files are compressed BEFORE 5 days has passed.)
