AMQ Streams: prometheus.yaml don't work for OCP 4.5

Issue

• We are trying to install Prometheus to collect metrics from AMQ Streams installed on OCP 4.5; however, the YAML file provided in the AMQ Streams samples folder does not work for OCP 4.5. In an OCP 4.3 environment, it works.

• In OCP 4.5, when we execute the command "oc apply -f ../examples/metrics/prometheus.yaml" nothing happens in the namespace; in other words, Prometheus wasn't installed, and no messages are recorded in the namespace events.

• It is not clear for me if it is a bug or an effect of any OCP configuration.
