While trying to set the password for admin user using foreman-rake command getting error: Username already exists.

Issue

• Trying to reset the password using foreman-rake command is failing with error Username already exists.

  # foreman-rake permissions:reset password=<New_Password>
  Username already exists
  

• While updating the password using hammer cli getting the following error:

  # hammer user update --id X --password <New_Password>
  [Foreman] Username: admin
  [Foreman] Password for admin:
  Could not update the user:
    Resource user not found by id 'admin'
