systemd: environmental options are not expanded for a service unit file

Issue

• Environmental options, requiring bash expansion, defined in an environmental file are not expanded.
• The lack of bash expansion prevents the service from starting.
• If the environmental option is explicitly defined with the expected expanded results, the service can start.
