No or Few Operators in OperatorHub on ppc64le, s390x
Issue
No operators showing in OperatorHub when on 4.3. Upgrading to 4.4 showed them one - elasticsearch. Upgrading to 4.5 caused several more to appear, but not the 200+ there should be.
Environment
Red Hat OpenShift Container Platform v4.3-v4.5
Chip architecture: POWER (ppc64le), IBM Z (s390x)
