Daemonset workloads are only scheduling on compute nodes in Red Hat OpenShift Container Platform 3.11

Issue

• Daemonset pods are not able to schedule on the master nodes and infra nodes.
• When deploying daemonset pods in a custom namespace, only compute nodes are able to schedule the pods.
