PPC64: where the CPU frequency in /proc/cpuinfo comes from?

Issue

If you can observe such entries in /proc/cpuinfo:

processor       : 48
cpu             : POWER8 (raw), altivec supported
clock           : 3491.000000MHz
revision        : 2.0 (pvr 004d 0200)

then the question is where the kernel reads the clock (i.e. frequency) value from?
