How do I configure an MDB as a HASingleton in EAP 6?

In EAP 5, I deployed MDBs as HASingletons using the annotation "@Depends("jboss.ha:service=HASingletonDeployer,type=Barrier")".
This type of deployment is not available in EAP 6. Is there any way to configure an MDB as a HASingleton in EAP 6? -
Is there a way to configure throttling for a single MDB? Our MDB should not be allowed to consume more than one message every third second.
