Why mon pods fail to start due to unable to mount PVC in OCS 4.x ?

Issue

  • When snapshots was taken for OCS VMs on vmware environment, during OCS upgrade mon pods fails to start.
  • ceph-mon pod reporting AttachVolume.Attach failure for PVC
