Why 11 minutes stopped (ntptime shows errors) when we add "tinker step 1 panic 300" in ntp.conf

When we add "tinker step 1 panic 300" in ntp.conf, ntptime shows the following error like https://access.redhat.com/solutions/38542

# ntptime

Does this mean as same as when adding -x option (https://access.redhat.com/solutions/38542) ?

Does this mean that 11 minutes mode stopped ? https://access.redhat.com/solutions/2455681

The default behavior is said that it is same with "tinker step 0.128 stepout 300 panic 1000" and 11 minutes mode is enable

But, form the above behavior, when adding tinker explicitly , Does this mean that 11 minutes mode gets disabled?
