VNC clipboard copy-and-pastes Unicode characters incorrectly

Issue

  • When I copy from a text document to GNOME 3 on RHEL7 via VNC the dash symbol is replaced with '^S'.

Environment

  • Red Hat Enterprise Linux 7
  • tigervnc-server 1.9.0-14.el8_1 or earlier
