AMQ 7.x: Support equivalent functionality to the A-MQ 6.y individualDeadLetterStrategy configuration option

We are using Fuse 7.5 for Openshift toghether with AMQ 7.5. Because the
DeadLetter Queue INDIVIDUALconfiguration can be defined ONLY at the address level it's impossible for us to add automatically individual DLQs without deploying new AMQ 7.5 container which in production environment it a no go. -
As per the Apache ActiveMQ 5.x documentation regarding Message Redelivery and DLQ Handling a policy option exists that automatically provides for an individual dead letter strategy per destination.
