Allow a domain or host controller to open both a secure and a non-secure port on separate interfaces

Issue

• Currently, when running a domain or host controller, it is not possible to open both a secure and a non-secure port on separate interfaces. At the same time this is possible in standalone.
• We are running EAP 6 in domain mode and we need secure port on the external interface, and a non-secure port on the localhost interface. How can we do that?
