Issue

The upgrade is failing when upgrading OpenShift 4.3 to OpenShift 4.4 in a restricted AWS cluster.

The following error is present within the Systemd Kubelet logs:
is not allowed to modify labels: topology.kubernetes.io/region, topology.kubernetes.io/zone

Environment

OpenShift 4.3 -> OpenShift 4.4
