Unable to add puppet modules after upgrading to Satellite 6.6

Issue

After upgrading to Satellite 6.6, puppet modules cannot be uploaded. The new content appears in the directory /etc/puppetlabs/code, but their classes don't appear under Configure > Puppet > Classes, and they cannot be found when trying to add puppet modules to content views.
