System can't reboot properly, manual halt has to be triggered through Power Button.

Issue

The server fails to reboot or halt, seemingly unable to return to the hardware when the OS is requested to 'stop'.
This appears to hang after outputting halting necessitating an ILO manual interaction (i.e. COLD BOOT , or simulated power action)
