What is significance of apache bandwidth limit directives in "resource_limits.conf"

What is the significance of below directives in /etc/openshift/resource_limits.conf
#
# Apache bandwidth limit
#
apache_bandwidth="all 500000"
apache_maxconnection="all 20"
apache_bandwidtherror="510"
- Do these settings applied to any new gear that is created ?
- If we are running into bandwidth issues on the gear what do I need to look for in the logs ?
