VM start/migration fails after RHV-H upgrade

Issue

After RHV=H upgrade VM migration/start fails with following error in vdsm.log

libvirtError: internal error: qemu unexpectedly closed the monitor: /usr/libexec/qemu-kvm: error while loading shared libraries: libiscsi.so.2: cannot open shared object file: No such file or directory

The mentioned libiscsi.so.2 file exist
