Why am I unable to access the IP address of an interface when a different interface is down?

Issue

  • Interface 2 is unable to be accessed only when interface 1 is down, even though both interfaces are on different subnets
  • The issue is not caused by https://access.redhat.com/solutions/53031 because the relevant net.ipv4.conf.*.rp_filter sysctl parameters are set to 0 or 2
