Red Hat Insights under Satellite 6.x does not respect granular host role|filters

Issue

When creating or modifying a user that is granted rh_telemetry_ap and rh_telemetry_view roles to allow viewing of Red Hat Insights information via Satellite, host roles and filters do not apply correctly, allowing the user to see all hosts registered.
