Cloudforms Automatic request approvals not working

Issue

• We want to configure Cloudforms to not auto-approve every vm provision request. According to "Lifecycle and Automation guide", pag. 52, we have set max_vms to blank (manual says "if this is set no blank, no request will be automatically approved"). Well, we see that every request is auto approved and vm is provisioned.
