VMs have no connectivity on the floating network with new network.

Issue

• We set up a new tenant. For that new tenant, we set up a new security group and a new network. For the new network, we set up a new router and connected the private and floating networks. Stack orchestration works, but the VMs are not able to connect. The tower job fails as it cannot connect. We can ping the host on its private network, but when we try to ping on the float network, it fails.
