Metrics install fails with `the server doesn't have a resource type`
Issue
- Metrics ansible playbook fails to install/uninstall components
- ansible verbose log shows an issue in the
uninstall_metrics.yamltask while stopping a resource - Running
oc get rccommand works without issues.

- OpenShift Container Platform 3.11
