Why does it take Ansible Tower a Long Time to Populate Stdout for Large Jobs even when the Playbook is Finished Running?

- For large jobs in Ansible Tower, the stdout appears to never finish at the same time as the playbook run finishing on the backend.
- Tower shows as "running" even though the playbook is finished running.
